Yes, a company that accepts credit cards direct has a credit merchant's account with the bank. This means that if they were to rip a customer off, they would lose the ability to accept credit cards. With paypal of any of the other third party credit acceptors, this type of account can be used by anyone. They don't have to qualify to get these types of accounts. You are much safer to go with a company that accepts credit cards direct.
